I was chatting with an engineer who had evacuated from Florida to Charleston SC to ride out Hurricane Milton and asked him what he thought about hurricanes being engineered or man-made.”That is a bunch of BS,” he emphatically responded. I asked him what he thought about Operation Popeye and he said he was unfamiliar with it. I explained it was when the US military used weather weapons to engineer a monsoon during the Vietnam War.
