Yes, the answer may well be Woodrow Wilson, running neck-and-neck with FDR. (See below.) Personally, I pick FDR by a nose. We have been taught that both men were American heroes. Actually, they became dictators gradually, as they settled into the job. All the while, pretending to be a saint and savior of humanity. Hypocrisy beyond category.
