That’s Commie-La defined.  As California attorney general she imposed prison sentences for mothers whose children missed more than 10 percent of school for any reason — including illness and hospitalization — just to pander to the communistic teachers unions.  California schools get $30/day in federal taxpayer dollars for each child who wastes away every day in their rotten government brainwashing academies (aka “public” schools).  This feeds the teachers union bureaucracy.  Commie-La forced this single black mother into homelessness because her child, suffering from severe pain from anemia, missed a lot of school while hospitalized for the pain.
