Is Trump Guilty of Inciting a Riot?

A disruption of Congress would have been against Trump’s interest, so it is unlikely that he sought to bring this about through inciting people to riot. He wanted his supporters in Congress and Mike Pence to decide contested state votes in his favor. For this to occur, the Congressional vote counting needed to go on, not to be interrupted.
